The Bull Board met in Semi-Annual session
at 10 A.M. President Ellyson being absent on account
of sickness, Brother Joshua levering was called to the
Chair. Howard Jenkins acted as Recording Secretary pro tem.

Dr. Ray made a statement regarding the in¬
crease of missionary salary.
The death of Brother R.R.Gwathmey, the Treas¬
urer of the Board, was reported.
Dr. Pitt read from Dr. J.H. Franklin, Foreign
Secretary of the American Baptist Foreign Mission Society:
as follows:
"Dear Brethren:
Your letter of July 11, enclosing a record
of the action of your Board on July 10, the receipt of
which was acknowledged by me on July 19, was brought to
the attention of our Board at its meeting today. Unfor¬
tunately, there was no meeting in July or August at which
the communication could be considered. I am instructed
by our Board of Managers to advise you of its judgment
regarding the substitute proposed by the Foreign Mission
Board of the Southern Baptist Convention for the plan for
removing misunderstandings concerning Shanghai Baptist
College and Seminary, as presented to the Boards for
their consideration by the Trustees of that institution
meeting in Richmond on June 30,1919.
We are of the opinion that the plan which
was presented by the Trustees of Shanghai Baptist College
and Seminary is wiser and not so likely to prove divisive
as the substitute which you offer, and we believe, too,
that it conforms to the request of the Kiangsu Baptist As¬
sociation. The action of that association does not call
|for a statement frcm the faculty. Our Board is ready to
make an investigation whenever specific charges are pre¬
ferred against any of its missionaries.
We require that each candidate for ap-

;onsideration of the Board a statement of his personal
Christian belief, which must be adjudged satisfactory be¬
fore he is appointed, and our Board believes it is hardly

seems to us that the method, proposed in the resolution
vhich was presented to the Boards by the Trustees pro¬
vides a way for dealing justly with all concerned. If
iihere are missionaries or Chinese Christians who have
•eal grounds for complaint regarding the doctrinal teaching
>f any of the appointees of our Board in service at
Shanghai College and will make their complaint specific,
?e shall take up the matter with such representatives of
>ur Society as may be involved and will make a thorough
nvestigation. For such reasons we favor the retention
>f paragraphs four and five in the resolutions presented
by the Trustees in their meeting of June 30, which, you
will recall, are as follows;
