The Foreign Mission Board met in regular monthly session at 3:00 p.m. on Thursday,
July 16, 1959, with Mr. Jenkins presiding.

Mr. Jenkins recognized many guests who were attending the meeting of the Board.
On the motion of Dr. Hite the following missionaries were appointed as missionaries
of the Foreign Mission Board:

Each candidate gave a brief testimony of his Christian experience and call to
missionary service.
Dr. Cauthen gave the charge and Dr. Jones led in the prayer of dedication.
Dr. Cauthen gave the following report:
REPORT OF EXECUTIVE SECRETARY
The meeting of the Board today is remarkable in that we are appointing twenty-
one new missionaries. We are greatly encouraged as we consider the fact that
the number of missionaries has now gone beyond 1,350. Some years ago when the
program of advance was undertaken, the objectives seemed very far away, but today
we are seeing many of them being reached.
We are now planning toward the 1960 budget. It needs to be remembered that
every step in missionary advance requires long range financial strengthening.
The budget for 1960 will need to be $1,000,000 larger than the 1959 budget. We
are glad that Southern Baptists through increased giving to missions are making
continued advance possible.
Advance could be retarded or brought to a halt either by a lack of volunteers or
by inadequate funds to send them. God is remarkably providing both of these needs
in parallel lines.
It should be widely understood, however, even with the increase of the budget as
indicated above there are many needs which it will not be possible to include.
Last year when the budget was adopted, it was necessary to cut out more than a
half million dollars of requests because funds were not adequate. The same will
be true as we face the preparation of the new budget for 1960. In addition to
the large amounts that cannot be included for current operations, we are annually
unable to provide nearly $3,000,000 needed for churches, schools, hospitals, mis¬
sionary residences and other buildings.
We must keep in our prayers and before Southern Baptists the fact that missions
advance is as dependent upon increased financial reinforcement as upon increased
missionary personnel.
At the last meeting attention was called to the fact that our relief funds are
practically exhausted. Since the last meeting of the Board, we have received some
