The Foreign Mission Board held its regular monthly meeting on February 12, 1970 at
3:00 p.m. in the Board's Chapel, Richmond, Virginia, with Drew J. Gunnells, Jr.,
first vice-president, presiding.

The meeting was called to order.
The meeting opened with the Hymn: "Rejoice the Lord Is King," led by Drew J. Gunnells.
Board members, friends, and guests were welcomed.
Rev. B. Greer Garrott, Board member from Tennessee, read a passage of Scripture and
led in prayer.
Minutes of the Board for January 8, 1970, were approved.
Dr. Cauthen called Dr. J. Roy Clifford to the platform and recognized him in a very
special way in view of his reelection to Board membership in January, 1970, and his
assignment to serve as a member of the Personnel Committee and the Committee on
Southeast Asia. Special appreciation was expressed for his previous years of service
on the Board from 1962 to 1968, during which time he served as first vice-president
of the Board.
Dr. Cauthen mentioned with appreciation the recent visit of the Russian delegation
which included Pastors Sergei Timchenko, Ilia Orlov, and Mrs. Klaudia Pillipuk,
along with Mr. Adolf Klaupiks, a member of the Baptist World Alliance who accom¬
panied the delegation from Washington.
REPORT OF EXECUTIVE SECRETARY - Dr. Baker J. Cauthen
Dr. Cauthen gave the following report:
Encouraging reports are being received concerning the Lottie Moon Christmas Offering,
although at this point it is far too early to have any measurement as to its full
amount. We will be planning to bring to the Board in April recommendations for the
appropriation of more than $5,000,000.00 of funds from this Offering for capital
purposes overseas. Because some of the items are needed early, there will appear
in the recommendations for this meeting approval for several amounts to be released
early.
Since the last meeting of the Board, we have been pleased to have with us in Richmond
three visitors from Russia. They were Pastor Timchenko, Pastor Orlov, and Mrs.
Klaudia Pillipuk. Pastor Timchenko is Vice-President of the Russian Baptist Union.
They came to this country through the facilities of the Baptist World Alliance and
made a brief visit in Richmond from Thursday night through Saturday morning. It
was a pleasure to have them in Chapel as well as to have them as guests throughout
the day. We are eager to have as much acquaintance as possible with Russian
Baptists so as to know more clearly of their circumstances and work in their country.
There will be a return visit to Russia by representatives of Baptist World Alliance,
American Baptists, and Mennonites. Dr. John Allen Moore, field representative in
Europe, who has special responsibilities for work in Eastern Europe, will join the
delegation to Russia so as to have further acquaintance with their work.
Next week we are to meet with the Executive Committee of the Southern Baptist Con¬
vention to review financial possibilities for 1971. All agencies of the Southern
Baptist Convention are pressed with heavy financial needs. The resources are never
adequate to cover anything like the amounts to be considered. We hope arri pray it
