Foreign Mission board Baits

The Foreign Mission Board met in semi-annual session on Tuesday, •“pril 18,
1944, at 7:30 P.M., at Which time the portrait of Charles E. I.Iaddry was pre¬
sented to the Board. This was followed by the regular meeting with Mr.
Jenkins presiding.
Dr. Frank Means, Professor of Missions at Southwestern Seminary, led in a
brief devotional.

Mr. Jenkins gave special recognition to the new local member of the Board,
Mr. R. Hugh Rudd, and also to the many visitors who were present. Among the
visitors were Dr. and Mrs. James Asa Shield and Dr. Elsie G. Adams of Aucker
Hospital.
The minutes of the March meeting were approved as read.
The following report of the Appointment Committee was adopted:

It is further recommended that Mrs. William J. Williams, who could not be
present for the meeting, be examined by Dr. John L. Slaughter, Alabama member
of the Board, and a committee in Birmingham and that formal action as to her
appointment be made at the May meeting of the Board.
On motion of Dr. Loving it was voted to reinstate Dr. and Mrs. J. Paul
O' Heal to full missionary status. Dr. 0'1-Teal plans to go to "-frica this
summer .
Dr. Gill, Dr. Rankin and Dr. Maddry presented the new missionaries. This
was followed by a charge delivered hy Dr. ^adclry and a prayer of dedication
led by Dr. Cousins.
Dr. Maddry read the following report of the Executive Secretary:
REPORT OF THE EXECUTIVE SECRETARY - DR. CHARLES E. MADDRY
I submit herewith a brief summary of the facts concerning the work of our
Foreign Mission Board — the facts which I believe are. vital to the ongoing of
our great foreign mission cause, at home ar.d abroad. I trust that you will
take each of these suggestions under consideration and take such c ombined
action thereon as your judgment may dictate.
1. I believe the time has come when the Foreign Mission Board should con¬
sider the Question cf increasing to

the basic salary of all its
missionaries in all lands. However, we are living in abnormal times, and
it may be. best to continue paying the extra to each missionary as emergency
compensation, until the war is over and economic conditions have become sta¬
bilized and normal throughout the world. I recommend, therefore, that a
